How do i configure my proxy to use the a fixed port in order to bypass my isp

If you mean to direct all your traffic through only one certain port you can use Proxies like HTTP Proxy, Socks4, Socks5 with a customized port number.
Finally the simplest solution is to use PD-Proxy. Go to Advanced settings and set the desired port number in Proto Option for TCP or UDP.
