PD-Proxy VPN / premium server problem

The server was only quick for a like 2/3hrs now they are slow i paid 1month premium server,and the service i get its not good why is this is it because i am a new premium user and i want to scan for open ports onthe other isp i use the port scanner but its taking to long so i cancelled it is there another software i can use to scan for open ports which can be quicker?

PD-Proxy VPN / pd proxy resolution not correct

I am using win7,i download the rar file of pd proxy then i double clicked the application and the resolution is just messed up font size incorrect,i cant see the other side or the exit button on it,how do i fix this?
