I received a letter from ISP about my downloading habits. Seems I now need to invest in a VPN. Below are some questions that would help me w/ a VPN selection, thanks.

-Once, I get a VPN, how often do I need to change the location of my VPN? (if at all)
-Do I install through MS Windows or through the router?
-my ISP will see different IP addresses, will they know what I'm doing?
