PD-Proxy VPN / PD prixy couldn't connect to server

Why I can't connect to server. I'm using UDP..

PD-Proxy VPN / After buy premium for PD proxy i cant use the service...

I have these errors whenever i connected.

Reason: Connection refused (WSAECONNREFUSED)
